Taking apart the Singer type counter to clean

First take the screw out of the tripper part, be careful as these are tiny screws.
Remove the tripper and place aside, may even put the screw back in that hole for safe keeping.
Next are 2 screws on the bottom plate, remove those.
Now let the plate slide off or take off if stuck. If stuck, there could be somethings sticky that is holding in place.
The plastic cover can be soaked in some warm or maybe even hot tap water with dish detergent in it to help clean
that off. Now you can take and move the tripper post back and forth to see if metal part at bottom moves. You can push this metal tab back to help it move if it is stuck. But first look to see if there is any lint in there and get that out as that could be the culprit.
